I don't want to be a pain in the ยง$%& but I think the accuracy is only needed on the receiving side via the hall sensor to the soundcard.
If rpm drops the solenoid just needs to get more pulses that cause more diesel to be injected until it's up to the specified rpms again. No need to keep a pre-defined PWM count.
To much rpm calls for less pulses than the current PWM rate
To less rpm calls for more pulses than the current PWM rate

The com port has the advantage to trigger the TTL level of the Transistor on the SSR without any further circuitry while the soundcard output needs a boost from the usual 2-3V RMS.

On the other hand the com port module to me looks really complicated to configure
Are there any example schematics on how to get pulses out of the com port?
