vst plugins and reaper vs hard resync

Question:
Let say that you have a vst plugin/effect, that produces continuous sound in Reaper, even if track is not in playback.
Let say that you decide to "render" audio output.
What parameter, node, module, whatever - Reaper is using in order to hard resync the plugin? Because Wavelab for example - reloads the plugin, so all parameters are in initial mode.
Should the hard resync be done via before/after preset change trigger from preset manager?
