Hi, as a first book for newbies to learn Ruby programming, I would recommend the following Book:

1. Learn to Program-Ruby by Chris Pine.

After studying the above Book by Chris Pine, I also recommend the following Ruby Books [in no particular order]:

2. Ruby User's Guide by Mark Slagal
3. Humble Little Ruby Book by Jeremy McAnally
4. Programming Ruby-The Pragmatic Programmers' Guide, Second Edition by Dave Thomas, Chad Fowler, Andy Hunt
5. The Bastards Book of Ruby by Dan Nguyen
6. Ruby Cookbook Source by Leonard Richardson

Also have a look at the examples provided by FlowStone, it is a valuable source as well.

Now this is a bit complicated here. Since you said that you are complete newbie to programming and want to learn web development, I don't think there's a Rails book on the market written for the reader with 0 experience in web development. You definitely need to have a basic understanding of HTML, CSS, and JavaScript before getting into the Rails business. When you're ready, you can learn Rails from this book:
