Cannot change presets unless Daw is running ?
I just noticed that changing presets does not work unless the DAW is running , it seems to know what preset I chose as it jumps to that preset when I hit play ? Is this a known thing ?

Some controls don’t respond when Reaper isn’t Record-armed or playback not running:
Flowstone makes wide use of the Ruby programming language, not just for audio but also for many controls and displays. Ruby runs in sync with audio so any controls using Ruby internally in the plugin need the stream to be enabled to function. If this is an issue it’s easy to prevent this apparent non-responsive behaviour:
In Reaper go to Options|Preferences|Audio|Playback and tick the box for Run Fx when stopped.

Yup, me too
I just noticed that I do have run fx when stopped engaged ?
Still cannot change presets when stopped.
If I have the fx window open and selected , i cannot change presets , when I select the main Timeline window in reaper it wakes up and changes the preset , do not need to push play . As soon as i select the FX window , it stops reacting to preset changes . I can however edit the envelope in my volume envelope VST ?

? Are you using a 'Track' or the Master Trk for the FX insert ?

I just tested a single track with one of my synths and one of my effects and I can't reproduce this. It works as expected.
Since I have the latest version of Reaper (do you?) you could upload your project file, fsm and dll and I could take a look.

Here is the project and a vst in rar (cannot upload DLL)
Is fine when record enabled or running, but when it is not running and the fx window in focus , it is unresponsive to changing presets ( it does change the knob and settings components of the preset but not the envelope) and the 4 sub presets do not do anything until i click the main view of reaper...do not need to start it , just a click on the main view is enough.
Unrelated.
Notice the "error inside module when opened")inside the ruby script for the envelope) until you click the envelope screen and the envelope appears.
Pretty weird and is not like that in all the saves of this project , havent pinned down what I do different when it is not there when opened?

I tested this with the latest internal "alpha" test release in Win 7 X64 and it doesn't happen so my assumption is that this is down to your using the so-called beta release which has issues. I think this is also your 2nd monitor issue too.
I do get the Ruby error you mention but the whole Ruby library will be updated for the final 3.09 release so it's too early for anyone to check this out.
2 possibilities:
Backup your Flowstone folders (don't forget the Apps data one) then uninstall and start using 3.08.1 OR
ask MyCo if you can go on the alpha testing list so you have access to the latest release and also can give bug reports to him.
I'll ask MyCo to remove the current 3.09 betas because you're not the first to fall into this type of situation.
I do realise this is a pain but you'll get to a place where frustration is minimised!
