Oneshot Dilemma

With a turn of the knob, i am wanting output some data using the false2true trigger on-change.
This is a request to receive data.
I need a way of picking which data transmit/request is sent by each trigger.
Ideally the knob turns, a oneshot request 3A5D to retrieve 3A data activity, yet ignore/block this request from repeating when data needs to be manually Transmitted.
